Why hasn't Osama-bin-Laden been caught yet ?

The U.S spy satellites can read a newspaper headline any where in the world from space. It has cutting edge intelligence tools and the Pakistani government obeys them like dogs. Estimated millions have been killed, thousands d and millions of lives have been irreversibly changed for the worse. Saddam is dead, as are his two sons And yet with all of these "advancements", they can't find a single person ? No WMDs, WTF is going on ???
