What are the hollow orange on a high tension cable?

They can be found near hospitals and rural country roads on high tension lines. Near hospitals they serve a dual purpose of warning of the power and also making the high tension electrical conductor not whip during wind storms. On remote country roads they only serve the purpose of making the cable not whip but are still colored orange as an additional warning. The placement of the ball or is important to minimize the the stress on the cable.
